What are Secure Communities?

It is a Department of Homeland Security (DHS) program focused on identifying immigrants in U.S. jails who are deport-able under immigration law. Under Secure Communities, participating jails submit arrestees’ fingerprints to criminal databases and also immigration databases.  This allows Immigration and Customs Enforcement (ICE) access to information on individuals held in jails. Thus, giving ICE a technological presence in prisons and jails.
